Inaugural Address

the name of Allah the most beneficent and the most Merciful}^{Praise be to Allah who began downloading Quran and said: "Read in the name
of your Lord who created, He created man from a clot, Read and your Lord
is Most Generous, who taught ( to write) with the pen, Taught man what he
new not" and prayer and peace be upon the Messengers and his family, and
all his companions .. And after.

If the reading is a divine order to learn the way to truth and knowledge,
to which God has made the base for development of human lives and
distinction, the pace of rights in different directions has evolved and
has become a feature of this age of openness and interaction between
individuals and institutions , states, and nations, and became one of the
necessities of life achieving communication among the people so as to
facilitate them through the blending of cultures and experiences and
interaction for the betterment of the quality of life, and take advantage
of modern science and techniques.

Oman
has worked since its renaissance to bridge the gap in order to connect to
the world affecting and inspired by human civilization. Providing
educational opportunities for Omanis to pursue higher education in various
parts of the world, is one such great effort made by Oman to enable them
to interact positively with diverse cultures.

The Ministry of Higher Education has keen desire to be at your beck and
call officially at key locations where the Omani students, through
Cultural Divisions, receive and pursue their education by serving a large
number of students in order to provide conditions that guarantee them the
right atmosphere for learning achievement, and positive interaction that
led them to contribute to education and science and serve their country.

We would advise our children and students
to utilize this opportunity provided by the Sultanate of Oman and the
achievements of this era of human scientific to get benefit and more
interaction, combining a bygone era and bright present, original and
contemporary, equipped with knowledge, open to the achievements of the age
and Sciences, we wish them success under esteemed leadership of His
Majesty Sultan Qaboos the Key player behind the development of Oman - may
Allah protect him.}
